The most important function of bivouacs and winter rooms is the function of a shelter and, in exceptional cases, a humanitarian facility that can save lives. They are intended for all visitors of the mountains: mountaineers, mountain climbers, cavers …

In the event of a mountain accident, they are used by mountain rescuers to store certain equipment or to care for the injured person. In the event of a nighttime rescue intervention, they also provide an appropriate shelter for the injured person and the MRA team.

In principle, bivouacs and winter rooms are without electricity and any other things, they offer only shelter. 

They are intended for a one-night stay, not a multi-day stay or vacation. They are also intended as a starting point, a focal point in the conquest of difficult-to-reach or very distant destinations in the mountains that cannot be reached in one day. From this point of view, Slovenian mountains are almost too small (too low) and this reason is mostly not justified.
